In freestyle, stroke count is an outcome, not a target. Many swimmers try to lower strokes per length on purpose. They over-glide, slow the tempo, and lose rhythm. It looks efficient, but speed disappears. Technically, stroke count drops only when effective propulsion per stroke increases. That comes from better alignment, a stable catch, and reduced drag.
