BILLERICA — After more than three decades of service, Billerica Police Emergency Medical Services Director Joe Devlin will retire later this month, passing the torch to paramedic Robert O’Brien.

Joseph C. Devlin, 64, of 95 Hemlock Trail, Lehighton, formerly of Philadelphia, died June 21, 2004, in Gnaden Huetten Memorial Hospital, Lehighton. He was the husband of Anne M. (Dougherty) Devlin.
